Reliable sources stated that Pakistani authorities have decided to move her forces from Western to Eastern border. The move of forces would start soon. The decision has been taken after receiving the threat from Indian Army Chief General Deepak Kapoor to strike Pakistan on November 22, 2009. Indian Chief warned that a limited war under a nuclear overhang is still very much a reality at least in the Indian sub-continent. On November 23, 2009 Pakistan Foreign Office Spokes man Abdul Basit asked the world community to take notice of remarks passed by the Indian Army Chief. He also said that India has set the stage and trying to impose a limited war on Pakistan. There are reports that Indian intelligence agencies have made a plan to hit some Indian nuke installation, alleging and then striking Pakistan. It is also added here that India has started purchasing lethal weapons. According to the careful survey a poor Asian country (India) has spent trillions on purchasing of Naval, Air force and nuke equipments.
Thus, Indian preparation simply dictates that she is preparing for nuke war. The Kashmir conflicts, water issue, borer dispute between China and India, American presence in Afghanistan, Maoist movements, Indian state terrorism, cold war between India and regional countries would be contributing factors towards Next third world war.
Indian Chief’s statement by design came a day earlier to Manmohan Singh visit to USA. The purpose of threatening Pakistan could also be justifying future Indian attack on Pakistan. Therefore, Islamabad concern is serious in nature since any Indian misadventure will put the regional peace into stake and would lead both the country towards nuclear conflict. Islamabad probably conveyed her ally (USA) regarding danger of limited war against Pakistan; she has to cease her efforts on western border for repulsing Indian aggression on eastern border. In fact, Indian government and her army chief made a deliberate try to sabotage global war against terror. In this connection Pakistan Army Spokesman Major General Athar Abbas time and again said that India is involved in militancy against Pakistan and her consulates located in Afghanistan are being used as launching pad.
It is worth mentioning here that Pakistan has deployed more than 100,000 troops on the border with Afghanistan and is fighting a bloody war against terrorism. Her security forces are busy in elimination of foreign sponsored militancy. Thousand of soldiers have scarified their lives not only for the motherland but to bring safety to the world in general. Pakistan is a key ally in the war on terror and the threat of withdrawal would alarm the USA as it could seriously hamper NATO troops fighting in Afghanistan. Pakistan is a nuclear power too and is able to handle any type of Indian belligerence.
In this context, earlier Pakistan Army Chief of Staff General Ashfaq Parvez Kayani has categorically expressed at number of occasions that Indian attack would be responded in full strength while using all types of resources. On November 25, 2009 General Kayani stated that the nation would emerge as victorious in the on-going war against extremism. While addressing a ceremony at Police Lines he paid rich tributes to the Frontier police for their valuable sacrifices in the war against terrorism. At this occasion General Kayani revealed that Pakistan was founded in the name of Islam by our forefathers and each one of us should work for strengthening the country and should made commitment towards achieving the goal of turning the country into a true Islamic state. He also announced Rs.20 million for the Frontier Police Shuhada Fund.
In response to Indian Army Chief’ statement he also put across the message that the protection and solidarity of the country are our main objectives as our coming generation owes this debt to us and resolved that any threat to the sovereignty and integrity of the country would not be tolerated. The General made it clear that Pak Army has the capability and the capacity to fight the war against terrorists and adversary too. He praised the sacrifices rendered by the security forces and high morale of the troops. Lt General Masood Aslam, Commander 11 Corps, IGFC Major General Tariq and IGP NWFP Malik Neveed Khan were also present at this historic moment.
Pakistan Army Chief visits of western border reflect his commitment to root out the foreign sponsored militancy from the area. This rooting out is directly helping global war on terror, whereas on the other hand his counter part (Indian Chief) keep on yelling and dreaming of striking Pakistan. He probably has forgotten that Pakistan is a responsible nuke power and capable to defend and strike. In 2001 and 2008 at the occasions of attacks on parliament and Mumbai, both the nations close to a nuke war, this was averted by interference from the world community India and USA. At that time too security officials have also told NATO and USA that they will not leave a single troop on the western border incase of Indian threat.
Pakistan is facing a serious economic crisis and terrorist attacks present most serious threat to the country’s internal security. The political and military leadership knows that it is not an ideal situation for them to go for war, but they would not be having any choice to defend the country if threatened by India. Moreover they would be justified in moving her forces from her western to Eastern front. USA, if serious in elimination of global militancy then she has to ask India to resolve regional issues with the neighbouring countries instead of trying to hijack the war against terror. American think tanks should also review the remarks of Indian Army Chief Gen Deepak Kapoor in the light of India’s offensive nuclear doctrine. The doctrine of a fake nuke power (Indian) reflect the hazardous and aggressiveness of nuclear theory and prediction of third World War.
In the wage of above debate, the world community and USA should ask India to stop fanning terrorism. USA should review the nuke deal with a fake nuclear power prior of signing NPT and CTBT. Foreign Office Spokesman Abdul Basit also quite right in saying that India’s dangerous and offensive nuclear doctrine is serious hazard to global peace. It is true that also that India has long been working on the so-called ‘Cold Start’ strategy and preparing for a limited war. Thus, Pakistan has to pay more attention on her Eastern front under the prevailing adverse security environment and Indian General Kapoor’s threat to her.

War is inevitable in South Asia. Pakistan has no choice but to fight. Bharati (aka Indian) intransigence and insistence on war mongering will inevitably lead to war which surely will escalate to a nuclear exchange. Bharati insistence on punitive sanctions on Pakistan and a host of boycotts is not reverberating with Washington or London. While both capitals are empathetic to towards Delhi, both capitals are unwilling and unable to take action against Islamabad. Bharat’s military strategy banks on archaic and pre-1998 philosophy does not take into account the new realities in South Asia.

Pakistan Army is equally strong in armor, capable of giving a fitting response to any Indian military adventure. Main Battle tanks Al-Khalid and Al-Zarrar are the backbone of Pakistan’s armor Corp’s. Both are Pakistan made. Pakistan’s tank armory comprises :five hundred Al-Khalid MBT’s; 320 Al-Zarrar type 85 II MBT’s, 500 Al-Zarrar MBT’s; 450 79II AP (Chinese type 81 upgrade, and 570 T-80 UD MBT of Ukranian make. In addition Pakistan has 880 Type 59, which were procured from China in 1970.This makes a total of three thousand six hundred and twenty tanks. All Pakistani MBT’s except T-59’s have 125 mm smooth barrel guns. Indian armor offensives in Kashmir, Punjab, and Sindh would be effectively challenged by Pakistani armor and mechanized formations, depending on PAF’s ability to keep the skies over the battle areas clear of Indian Air Force. Bharat has superiority in numbers in aircraft and men. However, there are huge issues with the aircraft. Bharat’s Flying Coffins make up the bulk of the air force and these are unreliable. In a pre-1998 conflict Bharat would utilize  planes to bomb targets. The IAF would then wait for the PAF and then engage it on Pakistani soil and in Bharati air. The would send waves of air craft to disable the PAF. The strategy would be to gain superiority in the air and then take out any army that is advancing towards Bharat to engage the advancing Bharati army.

Air power is likely to play a key, if not a decisive role in any future major or minor India-Pakistan armed conflict. The aim of Indian pre-emptive strikes will be maximum destruction by surprise air attacks, combined with shock commando action. A possibe scenario is; intensive bombing of the target to be followed by attacks by armed helicopters and ground assault by heliborne Commandoes. An overview of Indian Air Force and Pakistan Air Force will help comprehension of IAF’s offensive capabilities, and defensive capabilities of Pakistan Air Force. Indian Air Force has 3000 aircraft including training, transport, helicopters and 800-1000 combat air craft, which operate from sixty air bases, including Farkhor airbase in Tajikistan.. Six hundred IAF’s strike and air defense fighters are expected to be operational. Pakistan Air Force has 630 aircraft, which include 530 combat aircraft, with 400 operational at any time. In 1996 India signed an agreement with Russia for the purchase of 90 Su 30 Mk-1 multi-role fighter-bombers. In 2004 a multi-billion licence was signed for building additional 140. 240 Su30-Mk-1’s were ordered, 120 are already in service. With a maximum speed of Mach 2.3 and range of 8000 Km with refueling and ability to carry tons of conventional munitions and nuclear weapons, it is a lethal and menacing weapon system for the strike and interception role. Other IAF’s advanced strike and combat aircraft are: 51 Mirage-2000 (of Kargil fame), 60 Mig-29’s (for air defense), 250 old Mig-21’s (110 have been refurbished with Israeli help), 47 Jaguars and 70 Mig-27’s for ground attack. 220 LCA Teja’s under manufacture at HAL Bangalore will start entering service in 2010… IAF’s fighter pilots are well trained and have out shone American pilots during joint exercises. This conventional wisdom has been made obsolete by three factor:
1) Pakistan has a very large of potent arsenal of short, medium, long range and cruise missiles.
2) Pakistan has more than 150,000 reserve soldiers that are trained to go deep into Bharati territory and cause mayhem and chaos in Bharat.
3) Pakistan has a very large inventory of Nuclear Bombs which will surprise many experts.
The Conventional wisdom dictates that Pakistan will respond with planes. This may not be what will actually happen. Pakistan may simply respond to Bharati attacks with missile attacks on Bharati bases of Udhampur (near Jammu)  Leh, Srinagar, Udhampur, Jammu, and Pathankot (total 96 aircraft). Oher targets for Pakistan Hataf 3 and Hataf 4 missiles are the Bharti bases in the Punjab at Amritsar, Adampur 17, Halvara, Chandigarh, Ambala, Bathinda, Sirsa and Suratgarh (Total 332 Aircraft).

Indian Army has eighteen Corps with 34 Divisions including four Rapid Action Divisions, which would spear head ground offensives. Pakistan Army has ten Corps and twenty five divisions. Indian Army has eighteen Infantry, ten Mountain, three Armored, and two Artillery Divisions. Besides it has five Infantry, one parachute, thirteen Air Defense, and four Engineering Brigades, designated as independent formations. In addition there are two Air Defense Groups, and fourteen Army Aviation Helicopter units. This is a sizeable force, capable of launching major offensives from several fronts. The decentralized command structure will be an advantage, as compared to Pakistan’s centralized Army command organization. Pakistan Army has an active force of 620,000 well trained personnel, with 528000 reservists, and 150000 para-military troops. Pakistan armed forces are seventh largest in the world. Pakistan Army’s doctrine of “Offensive Defense”, evolved by General Mirza Aslam Beg was put to test in 1989 in Exercise Zarb-e Momin. The doctrine is to launch a sizeable offensive into enemy territory, rather than wait for enemy strikes or attacks. In case of Indian land offensive Pakistan Army and Air Force will respond with land and air offensives to gain and hold enemy territory. Before embarking on further offensive, gains shall be consolidated. In 1990 the Central Corps of Reserves was created to fight in the desert sectors , where enemy land offensives are expected. The Shaheens may also land on Rajasthan and Maharshtra. where the Bharti Its fighting units are based at Bikaner, Jaisalmer, Agra, Jodhpur, Uttarlai, Jamnagar and Pune (total 263 aircraft). The Shaheen can also reach Bharat’s two Squadrons of Mirage 2000H at Gwalior which could be a threat to Pakistan (36 aircraft). Within minutes of the strikes against Pakistan 753 of Bhaarti combat aircraft, almost the entire IAF would be in jeopardy.
Pakistan Air Force has 200 rebuilt Mirage- 3’s ( for night air defense) and Mirage-5’s for the strike role. They can carry nuclear weapons. They have been upgraded with new weapon systems, radars, and avionics. Additionally the PAF has 42 F-16’s, 150 F-7’s including 55 latest F-7 PG’s. Manufacture of 150 JF 17 Thunder fighters (jointly designed) is underway at Pakistan Aeronautical Complex Kamra. The JF -17 Thunder is a 4th generation fly by wire multi-role fighter aircraft. Eight are already in PAF service. An order has been placed with China for the purchase of 36 JF-10, a Mach 2.3 -5th generation multi-role fighter, comparable in performance to the Su-30 Mk-1 with the Indian Air Force. PAF is on Red Alert, and is maintaining full vigil to intercept and destroy IAF intruders. During the recent air space violation, the IAF intruders were in the sights of PAF’s F-16’s, but were allowed to escape unscathed to avoid a major diplomatic crisis. PAF pilots and technicians are well trained, high professionals, who will be able to prove their mettle in the future battle with India. A comparison of Indian Navy and Pakistan Navy reveals that Pakistan Navy could inflict substantial damage to the Indian Navy. Indian Navy has 16 submarines; Pakistan Navy has ten, some are brand new. Indian Navy has 27 war ships, Pakistan Navy has ten. Pakistan can also take out the Bharti tanks and infantry of the following Bharti corps:
  • XI Corps at Jullunder,
  • 7th Infantry Division (Ferozepur)
  • 9th Infantry Division (Chandimandir)

  • 23rd Armoured Brigade
  • 55th Mechanised Brigade
  • two Strike Corps being two Corps and X Corps at Ambala and Bhatinda, respectively.
  • The 2 Corps has 1st Armoured Division, 14th RAPID Division, 22nd Infantry Division and 14th Independent Armoured Brigade while X Corps has the 18th and 24th RAPID Divisions, 16th Infantry Division and 6th Independent Armoured Brigade.

Pakistan Army has ten Corps including the newly formed Strategic Corps. The Army has twenty six divisions (eight less than India). Two more divisions were raised as Corps reserves for V and XXXI Corps. Pakistan Army has two armored divisions, and ten independent armored brigades. Presently one hundred thousand troops are stationed on the Pak Afghan border to fight terror. Special Service Group-SSG comprises two airborne Brigades i.e. six battalions. Pakistan Army has 360 helicopters, over two thousand heavy guns, and 3000 APC’s. Its main anti-tank weapons are Tow, Tow Mk II, Bakter Shiken and FGM 148 ATGM. The Army Air Defence Command has S.A- 7 Grail, General Dynamics FIM-92 Stinger, GD FIM Red Eye, and ANZA Mk-I, Mk-II, Mk-III and HQ 2 B surface ti air missiles. Radar controlled Oerlikon is the standard Ack Ack weapon system. The ballistic missile inventory of the Army is substantial. It comprises Ghauri III and Shaheen III IRB’S; medium range Ghauri I and II and Shaheen II, and short range Hatf I- B, Abdali, Ghaznavi, Shaheen I and M -11 missiles. All the ballistic missiles can carry nuclear war heads. Nuclear and conventional weapon capable Babur Cruise missile is the new addition to Pakistan’s strategic weapon inventory. Pakistani missiles can also reach:
  • A new naval base that has been built between Mumbai and Cochin at Binaga Bay
  • An advance base at Dwarka.
  • and the Navy’s Missile Boat HQ is at Colaba.
Indian armor is of Russian origin. Out of 2295 Indian Army’s Main Battle tanks, 2235 are of Russian origin. The main battle tanks are; 310 T-90-S Bishsma’s (300 are on order), 1925 T-72M Ajeya’s.. The T-90 and the T-72 have 125 mm smooth barrel guns. T-72 though old is the backbone of Indian Armor Corp’s. 268 Ajeya’s have been upgraded with Israeli Elbit thermal imaging systems. 1000 T-72 MBT’s are awaiting up-gradation. There have been several instances of T-72’s gun barrel bursting. 124 Indian made Arjun (heavy 56 ton) MBT are on order. Sixty Arjun’s are in operational service. Bharati brinkmanship banks on the fact that Pakistan will not use Nuclear weapons and destroy 250 Bharati cities ending life for South Asia. This calculation may be misplaced. Pakistan under attack will use Nuclear weapons.
One must look at the India’s possible deployment vis-à-vis Pakistan, based mostly on the Indians’ Order of Battle (ORBAT) during the 2002 crisis. The Indian Army has five Commands. The Northern Command at Udhampur near Jammu looks after Kashmir, the Western Command, at Chandimandir, looks after Punjab and Rajasthan with the borderline at Bikaner, the Southern Command at Poona looks after Gujarat and Maharashtra, the Central Command at Lucknow has a Strike Corps, including the 31st Armoured Division meant for the western border and the Eastern Command at Calcutta looks after Counter-Insurgency in Assam and the NEFA border with China. The Pakistani Armed Forces essentially face India’s Northern, Western and Southern Commands. India has troops earmarked against Pakistan as Army Reserve in both the Central and Eastern Commands.
The Northern Command consists of three Corps: XV Corps at Srinagar comprising the 19th Infantry Division (at Baramula) and the 28th (Gurais). XIV Corps at Leh comprising 3rd Infantry Division (Leh) and 8th Mountain Division (Nimer). XVI Corps at Nagrota (Jammu) is a Corps plus with five Infantry Divisions, the 10th (Akhnur), the 25th (Rajauri), the 26th (Jammu), the 29th (Pathankot) and the 39th (Yol). It also has three Independent Armoured Brigades, the 2nd, the 3rd and the 16th. There is an Artillery Brigade with each Corps. The 39th Infantry Division and the three Armoured Brigades are engaged in Counter-Insurgency duties and form the Command Reserve. The other Divisions are all deployed at the Line of Control (LoC).
The Western Command consists of three Corps, XI Corps at Jullunder, deploying 7th Infantry Division (Ferozepur), 9th Infantry Division (Chandimandir) and 15th Infantry Division (Amritsar), 23rd Armoured Brigade and 55th Mechanised Brigade, the two Strike Corps being two Corps and X Corps at Ambala and Bhatinda, respectively. The 2 Corps has 1st Armoured Division, 14th RAPID Division, 22nd Infantry Division and 14th Independent Armoured Brigade while X Corps has the 18th and 24th RAPID Divisions, 16th Infantry Division and 6th Independent Armoured Brigade.
The Southern Command consists of the XII Corps (Jodhpur) with 11th and 12th Infantry Divisions deployed at Ahmedabad and Jodhpur and the XXI Strike Corps (Bhopal) with 33rd Armoured, 36th RAPID and 54th Infantry Division. There are three Direct Reporting Units, 30th Artillery Division, which usually moves to Western Command. The 50th Independent Parachute Brigade and 333rd Missile Groups (India’s nuclear artillery unit having Prithvi missiles) are meant to be deployed from the Southern Command Area to Punjab and Rajasthan. During the 2002 crisis some formations moved from the Eastern Command to areas facing Pakistan, 57 Mountain Division, 2nd Mountain Division and 27 Mountain Division.
The Indian Aerospace Forces (IAF) consists of five operational commands, Western Air Command (New Delhi) controlling air operations from Kashmir to North of Rajasthan, Southwestern Air Command located at Gandhinagar controlling air operations from Rajasthan to Maharashtra, Central Air Command at Allahabad, Eastern Air Command at Shillong and Southern Air Command at Trivandrum. Pakistan is primarily concerned with Western Air Command and Southwestern Command, with 8air deployments from the other Commands.
Western Air Command has an Air Operation Group at Udhampur (near Jammu) dedicated to occupied Jammu & Kashmir. Its fighting units are based at Leh, Srinagar, Udhampur, Jammu, and Pathankot (total 96 aircraft). In Punjab its bases are at Amritsar, Adampur 17, Halvara, Chandigarh, Ambala, Bathinda, Sirsa and Suratgarh (Total 332 Aircraft).
Southwestern Air Command was previously under operational control of Western Command, it now controls air operations in Rajasthan and Maharshtra. Its fighting units are based at Bikaner, Jaisalmer, Agra, Jodhpur, Uttarlai, Jamnagar and Pune (total 263 aircraft). To back these Central Air Command has two Squadrons of Mirage 2000H at Gwalior which can be switched to the other Commands facing Pakistan (36 aircraft). Total deployment against Pakistan in 2002 was in excess of 753 combat aircraft, almost the whole of the IAF.
India’s Navy has three Naval Commands. Western Naval Command at Mumbai provides naval defence of the Arabian Sea. A new naval base has come up between Mumbai and Cochin at Binaga Bay, with an advance base at Dwarka. The Navy’s Missile Boat HQ is at Colaba. Eastern Naval Command, is based at Vizagaptam with a submarine base, it provides naval defence of the Bay of Bengal. The Southern Naval Command at Kochi is mainly a training base. Both the Western and Eastern Naval Commands will be involved in operations against Pakistan. Their surface fleet consists of one aircraft-carrier, 7 guided-missile destroyers, 7 guided-missile frigates, 3 frigates, 4 corvettes, 10 large patrol craft, 5 fast patrol boats, 3 fast-attack missile boats and 18 minesweepers. They have 1 nuclear-powered submarine and 13 diesel-powered submarines in service (1 Foxtrot Class, 9 Sindhughosh Class and 3 Shashikumar Class). India’s Naval Air Arm with HQs at Goa consists of a squadron of Jaguars and Sea Harriers each, other than 6 Sea-Kings and 20 Cheetak helicopters. The Jaguar squadron (at Poona) is operated by the IAF.
The Indian Navy, which focuses on anti-ship capabilities with an emphasis on attack submarines, has the capacity to support a multi-service heliborne-cum-para-cum amphibious operation, provided it has adequate air cover. This amphibious capability is built around 304th Army Independent Brigade at Vizagapatam. Their Marine Commando Force (Marcos for short) is based at Mumbai, Cochin and Vizagapatam. The Indian Navy has a heavy lift capacity with 2 new 5,600-ton Magar Class Landing Vessels with 4 Landing Craft Vehicles and Personnel (LCVP). Four Polnochny-class vessels have helicopter platforms. They also have 7 locally built 500-ton Landing Craft Utility (LCU). They also have 11 Cosmos midget submarines of Italian origin that can ride the back of Foxtrot-class submarines.
The Indians can deploy four Strike Corps against Pakistan, one each against the Southern part of Azad Kashmir, Central Punjab, Southern Punjab and one against Sindh. They have the necessary balance to focus their attack in a combination of two or even three corps but time and space dictate they cannot move more than one strike corps on any axis and they have to cater for our counter-offensive. Since no ground offensive is possible in the desert without heavy air cover, their air deployment in 2002 suggested that the focus of their strike corps could well be in the south (Western and Southern Commands). One should expect a combined heliborne, para and/or amphibious operation. Both the Indian Strike Corps, 2 Corps from Western Command at Jaisalmer and 21 Corps at Barmer from Southern Command could be reinforced with additional Divisions from Eastern Command (moving through Jodhpur) and have integral Helicopter Attack Squadrons, Engineer, Artillery and Air Defence Brigades. The deployment of the Army’s Direct Reporting Unit, 30th Artillery Division will give the fulcrum of the lines of attack. Jodhpur in 2002 had a concentration of heavy lift MI-8/M-17 helicopters, supplemented by AN-32s at Agra, Gwalior and Chandigarh. Agra is the peace station for another Direct Reporting Unit, the 50th Independent Parachute Brigade.
With all 3 Armoured Divisions and all 4 RAPID Divisions and at least 2 out of 5 Independent Armoured Brigades concentrated in Rajasthan, the resource allocation makes their offensive targets obvious, along the Jaisalmer-Rahimyar Khan axis or along the Barmer-Mirpurkhas axis, most probably both. They could also possibly attempt helicopter troop transportation/amphibious LST and launch XXI Strike Corps for a link-up. They practiced this in 2002. The area between Badin and Sujawal east of the Indus thus becomes vulnerable. Given Pakistan’s counter-riposte potential this could end up being “a bridge too far.” The Indian Navy cannot blockade Karachi Port with the same impunity they did in 1971, our Exocet-armed Mirages and enhanced submarine fleet will keep them well off-shore, even outside our 200 miles territorial limit. Our Navy would love to get the Indian aircraft-carrier within combat aircraft range.
In 2002 Indians moved Directly Reporting Unit 333rd Missile Group consisting of 3 Prithvi Batteries with 4 launchers each to the border areas. Their two Strike Corps in the Rajasthan Desert (2 and XXI) provide a better target for a possible Pakistan tactical nuclear strike. If at anytime our conventional forces lose ground threatening our North-South communications, we will use the weapons at our disposal.
Pakistan has no desire for war but it may be forced on us. We will certainly have grievous casualties and horrific damage in a conventional war even without a nuclear exchange. Unfortunately, we have no option but to fight.

 Asif Ali Zardari Case History {….at Citi Bank....}
The Facts
The second case history involves Asif Ali Zardari, the husband of Benazir Bhutto, former Prime Minister of Pakistan. Ms. Bhutto was elected Prime Minister in 1988, dismissed by the President of Pakistan in August 1990 for alleged corruption and inability to maintain law and order, elected Prime Minister again in October 1993, and dismissed by the President again in November 1996. At various times, Mr. Zardari served as Senator, Environment Minister and Minister for Investment in the Bhutto government. Inbetween the two Bhutto administrations, he was incarcerated in 1990 and 1991 on charges of corruption; the charges were eventually dropped. During Ms. Bhutto's second term there were increasing allegations of corruption in her government, and a major target of those allegations was Mr. Zardari. It has been reported that the government of Pakistan claims that Ms. Bhutto and Mr. Zardari stole over $1 billion from the country.
During the period 1994 to1997, Citibank opened and maintained three private bank accounts in Switzerland and a consumer account in Dubai for three corporations under Mr. Zardari's control. There are allegations that some of these accounts were used to disguise $10 million in kickbacks for a gold importing contract to Pakistan.
Structure of Private Bank Relationship. Mr. Zardari's relationship with Citibank began in October 1994, through the services of Kamran Amouzegar, a private banker at Citibank private bank in Switzerland, and Jens Schlegelmilch, a Swiss lawyer who was the Bhutto family's attorney in Europe and close personal friend for more than 20 years. According to Citibank, Mr. Schlegelmilch represented to Mr. Amouzegar that he was working for the Dubai royal family and he wanted to open some accounts at the Citibank branch office in Dubai. Mr. Schlegelmilch had a Dubai residency permit and a visa signed by a member of the Dubai royal family. Mr. Amouzegar agreed to introduce Mr. Schlegelmilch to a banker in the Citibank branch office in Dubai.
According to Citicorp, Mr. Schlegelmilch told the Citibank Dubai banker that he wanted to open an account in the name of M.S. Capricorn Trading, a British Virgin Island PIC. The stated purpose of the account was to receive money and transfer it to Switzerland. The account was opened in early October 1994.
According to Citibank, Mr. Schlegelmilch informed the Dubai banker that he would serve as the representative of the account and the signatory on the account. Under Dubai law, a bank is not required to know an account's beneficial owner, only the signatory. Citibank told the Subcommittee staff that Mr. Schlegelmilch did not reveal to the Dubai banker that Mr. Zardari was the beneficial owner of the PIC, and the account manager never asked him the identity of the beneficial owner of the account. Instead, according to Citibank, she assumed the beneficial owner of the account was the member of the royal family who had signed Mr. Schlegelmilch 's visa. According to Citibank, the account manager actually performed some due diligence on the royal family member whom she believed to be the beneficial owner of the account.
Shortly after opening the account in Dubai, Mr. Schlegelmilch signed a standard referral agreement with Citibank Switzerland private bank guaranteeing him 20% of the first three years of client net revenues earned by the bank from each client he referred to the private bank .
On February 27, 1995, Mr. Schlegelmilch, working with Mr. Amouzegar, opened three accounts at the Citibank Switzerland private bank. The accounts were opened in the name of M.S. Capricorn Trading, which already had an account at Citibank's Dubai branch, as well as Marvel and Bomer Finance, two other British Virgin Island PICs established by Mr. Schlegelmilch, according to Citibank. Each private bank account listed Mr. Schlegelmilch as the account contact and signatory.

Citibank informed the Subcommittee that the Swiss Form A, a government-required beneficial owner identification form, identified Mr. Zardari as the beneficial owner of each PIC.

Lack of Due Diligence. The decision to allow Mr. Schlegelmilch to open the three accounts on behalf of Mr. Zardari, according to Citibank, involved officials at the highest levels of the private bank. The officials were: (a) Mr. Amouzegar, the private banker; (b) Deepak Sharma, then head of private bank operations in Pakistan; (c) Phillipe Holderbeke, then head of private bank operations in Switzerland (who became head of the Europe, Middle East, Africa Division in February 1996); (d) Salim Raza, then head of the EMEA Division of the private bank; and (e) Hubertus Rukavina, then head of the Citibank private bank. Mr. Rukavina told the Subcommittee staff that when he was asked about opening the Zardari accounts, he did not make the decision to open them, but rather directed that the matter be discussed with Mr. Sharma. According to Mr. Rukavina, he never heard whether the accounts were ultimately opened. Mr. Rukavina left the private bank in 1996 and left Citibank in 1999.
Citibank informed the Subcommittee staff that the private bank was aware of the allegations of corruption against Mr. Zardari at the time it opened the accounts in Switzerland. However, Citibank reasoned that if the charges for which Mr. Zardari had been incarcerated for two years had any merit, they would not have been dropped. Bank officials also believed that the family wealth of Ms. Bhutto and Mr. Zardari was large enough to support a large private bank account, even though Citibank was not able to specify what actions were taken to verify the amount and source of their wealth. Citibank said that bank officials were also aware of the M.S. Capricorn Trading account in Dubai, and they were comforted by the fact that there had been no problems with that account. According to Citibank, Mr. Amouzegar informed his superiors that Mr. Zardari was the beneficial owner of the Capricorn account in Dubai when they were considering the request to open the accounts in Switzerland. Inexplicably, however, the Dubai account manager was apparently still operating under the assumption that the beneficial owner of the Dubai Capricorn account was a member of the Dubai royal family. Subcommittee staff have been unable to determine whether Citibank officials were unaware of or inattentive to the serious inconsistency between Citibank Switzerland and Citibank Dubai with respect to the Capricorn Trading account. Citibank also informed the Subcommittee staff that bank officials had some concerns that if they turned down the accounts, their actions may have implications for the corporation's operations in Pakistan; however, they said they never received any threats on that issue.
Citibank told the Subcommittee staff the private bank decided to allow Mr. Schlegelmilch to open the three accounts for Mr. Zardari on the condition that the private bank would not be the primary accounts for Mr. Zardari's assets and the accounts would function as passive investment accounts. Citibank told the Subcommittee staff that Mr. Holderbeke signed a memo delineating the restrictions placed on the accounts, including a $40 million aggregate limit on the size of the three accounts, and transaction restrictions requiring the accounts to function as passive, stable investments, without multiple transactions or funding pass-throughs. None of the Citibank personnel interviewed by Subcommittee staff could identify any other private bank account with these types of restrictions. Other private banks interviewed by the Subcommittee staff were asked if they had ever accepted a client on the condition that certain restrictions be imposed on the account. The banks all said they had not. One bank representative explained that if the bank felt that it needed to place restrictions on the client's account, it didn't want that type of client. The existence of the restrictions are in themselves proof of the private bank's awareness of Mr. Zardari's poor reputation and concerns regarding the sources of his wealth.
Movement of Funds. Citibank told the Subcommittee staff that, once opened, only three deposits were made into the M.S. Capricorn Trading account in Dubai. Two deposits, totaling $10 million were made into the account almost immediately after it was opened.

Citibank records show that one $5 million deposit was made on October 5,1994, and another was made on October 6, 1994. The source of both deposits was A.R.Y. International Exchange, a company owned by Abdul Razzak Yaqub[…ARY…], a Pakistani gold bullion trader living in Dubai.

According to the New York Times, in December 1994, the Bhutto government awarded Mr. Razzak an exclusive gold import license. In an interview with the New York Times, Mr. Razzak acknowledged that he had used the exclusive license to import more than $500 million worth of gold into Pakistan. Mr. Razzak denies, however, making any payments to Mr. Zardari. Citibank could not explain the two $5 million payments. Ms. Bhutto told the Subcommittee staff that since A.R.Y. International Exchange is a foreign exchange business, the payments did not necessarily come from Mr. Razzak, but could have come from a third party who was merely making use of A.R.Y.'s exchange services. The staff invited Ms. Bhutto to provide additional information on the M.S. Capricorn Trading accounts, but she has not yet done so.

On February 25, 1995, a third deposit of $8 million was made into the Dubai M.S. Capricorn Trading account. Records show that the payment was made through American Express, with the originator of the account listed as "Morgan NYC." Citibank indicated it does not know who Morgan NYC is, nor does it know the source of the $8 million.

All of the funds in the Dubai account of M.S. Capricorn Trading were moved to the Swiss accounts in the Spring of 1995. On March 6, 1995, $8.1 million was transferred; and on May 5, 1995, another $10.2 million was transferred. Both transfers involved U.S. dollars and were routed through Citibank's New York offices.

Citibank informed the Subcommittee staff that M.S. Capricorn Trading closed its Dubai account shortly after the last transfer was completed.
Citibank has indicated that significant amounts of other funds were also deposited into the Swiss accounts. As described below, the $40 million cap was reached, and millions of additional dollars also passed through those accounts. However, Swiss bank secrecy law has prevented the Subcommittee from obtaining the details on the transactions in the Zardari accounts.
Account Monitoring. Citibank told the Subcommittee staff that, in 1996, the Swiss office of the private bank conducted a number of reviews of the Zardari Swiss accounts, finally deciding in October to close them.
The first review was allegedly in early 1996, triggered by increasing publicity about allegations of corruption against Mr. Zardari. Citibank told the Subcommittee staff that Messrs. Holderbeke, Raza, Sharma and Amouzegar participated in the review, and apparently concluded that the allegations were politically motivated and that the accounts should remain open. The Subcommittee staff was told that the review did not include looking at the accounts' transaction activity.
In March or April, 1996, Mr. Amouzegar asked that the overall limit on the Zardari accounts be increased from $40 million to $60 million,

apparently because the accounts had reached the previously imposed limit of $40 million. Citibank told the Subcommittee staff that Mr. Holderbeke considered the request, but declined to increase the $40 million limit.
In June, press reports in the United Kingdom that Mr. Zardari had purchased real estate in London triggered still another review of the Zardari accounts. Citibank private bank told the Subcommittee staff that its Swiss office internally discussed the source of the funds for the property purchase. Mr. Amouzegar and Mr. Raza then met with Mr. Schlegelmilch, who allegedly informed them that funds had been deposited into the Citibank accounts, transferred to another PIC account outside of Citibank and used to purchase the property. Mr. Schlegelmilch allegedly indicated the funds had come from the sale of some sugar mills and were legitimate. Citibank told the Subcommittee staff it is not sure if anyone at the private bank attempted to validate the information about the sale of the sugar mills. In addition, even though this account activity violated the condition imposed by Citibank that the accounts were not to be used as a pass through for funds, the accounts were kept open.
Closing the Accounts. In July 1996, after Mr. Amouzegar left the private bank to open his own company, another private banker, Cedric Grant, took over management of the Zardari accounts. Citibank told the Subcommittee staff that Mr. Grant began to review the Zardari accounts about one month later to familiarize himself with them. He also reviewed the transactions that had taken place within the accounts.
In September and October 1996, press accounts in Pakistan repeatedly raised questions about corruption by Mr. Zardari and Ms. Bhutto, as Ms. Bhutto's re-election campaign increased its activities prior to a February election date. In September, Ms. Bhutto's only surviving brother, Murtaza Bhutto, was assassinated, and Ms. Bhutto's mother accused Ms. Bhutto and Mr. Zardari of masterminding the murder, because the brother had been leading opposition to Ms. Bhutto.
In October, Mr. Grant completed his review of the Zardari accounts and provided a written analysis to Messrs. Holderbeke, Sharma and Raza, according to Citibank. Mr. Grant had found numerous violations of the account restrictions imposed by Citibank, including multiple transactions and funding pass-throughs. Citibank told the Subcommittee staff that the accounts had functioned more as checking accounts than passive investment accounts, directly contrary to the private bank's restrictions. Apparently, well over $40 million had flowed through the accounts, though Subcommittee staff were unable to ascertain the actual amount because Swiss bank secrecy law prohibits Citibank from sharing that information with the Subcommittee. Citibank indicated that Mr. Amouzegar had either ignored or did not pay attention to the account activity. Mr. Grant recommended closing the accounts, and they were closed by January 1997.
Legal Proceedings. On September 8, 1997, the Swiss government issued orders freezing the Zardari and Bhutto accounts at Citibank and three other banks in Switzerland at the request of the Pakistani government. Since Citibank had closed its Zardari accounts in January 1997, it took no action nor did it make any effort to inform U.S. authorities of the accounts until late November 1997. Citibank contacted the Federal Reserve and OCC about the Zardari accounts in late November, in anticipation of a New York Times article that eventually ran in January 1998, alleging that Mr. Zardari had accepted bribes, and that he held Citibank accounts in Dubai and Switzerland. On December 8 and 11, 1997, Citibank briefed the OCC and the Federal Reserve, respectively, about the accounts and the steps it had taken as a result of the Zardari matter. These steps included: closing all of the accounts that had been referred by Mr. Schlegelmilch to the private bank and terminating his referral agreement; reviewing all of the accounts opened in the Dubai office; and tightening up account opening procedures in Dubai, including requiring the Dubai office to identify the beneficial owner of all Dubai accounts. Citibank did not identify any changes made or planned for the Swiss office, even though the majority of the activity with respect to the Zardari accounts had taken place in Switzerland.

On December 5, 1997, Citibank prepared a Suspicious Activity Report on the Zardari accounts and filed it with the Financial Crimes Enforcement Network at the U.S. Department of Treasury.

The filing was made fourteen months after its decision to close the Zardari accounts; thirteen months after Mr. Zardari was arrested a second time for corruption in November 1996; and nearly two months after the Swiss government had ordered four Swiss banks (including Citibank Switzerland) to freeze all Zardari accounts.
In June 1998, Switzerland indicted Mr. Schlegelmilch and two Swiss businessmen, the former senior executive vice president of SGS and the managing director of Cotecna, for money laundering in connection with kickbacks paid by the Swiss companies for the award of a government contract by Pakistan. In July 1998, Mr. Zardari was indicted for violation of Swiss money laundering law in connection with the same incident. Ms. Bhutto was indicted in Switzerland for the same offense in August 1998. A trial on the charges is expected.
In October 1998, Pakistan indicted Mr. Zardari and Ms. Bhutto for accepting kickbacks from the two Swiss companies in exchange for the award of a government contract.

On April 15, 1999, after an 18-month trial, Pakistan's Lahore High Court convicted Ms. Bhutto and Mr. Zardari of accepting the kickbacks and sentenced them to 5 years in prison, fined them $8.6 million and disqualified them from holding public office. Ms. Bhutto, who now lives in London, denounced the decision. Mr. Zardari remains in jail. Additional criminal charges are pending against both in Pakistani courts.

On December 11, 1997, Citicorp's Chairman John Reed wrote the following to the Board of Directors:
"We have another issue with the husband of Ex-Prime Minister Bhutto of Pakistan. I do not yet understand the facts but I am inclined to think that we made a mistake. More reason than ever to rework our Private Bank."
Mr. Reed told the Subcommittee staff that it was the combination of the Salinas and Zardari accounts that made him charge Mr. Aziz, the new private bank head, with taking a hard look at the bank's public figure policy and public figure accounts.
The Issues
The Zardari case history raises issues involving due diligence, secrecy and public figure accounts. The Zardari case history begins with the Citibank Dubai branch's failure to identify the true beneficial owner of the M.S. Capricorn Trading account. As a result, the account officer in Dubai performed due diligence on an individual who had no relationship to the account being opened. In Switzerland, Citibank officials opened three private bank accounts despite evidence of impropriety on the part of Mr. Zardari. In an interview with Subcommittee staff, Citigroup Co- Chair John Reed informed the Subcommittee staff

that he had been advised by Citibank officials in preparation for a trip to Pakistan in February 1994, that there were troubling accusations concerning corruption surrounding Mr. Zardari, that he should stay away from him, and that he was not a man with whom the bank wanted to be associated.

Yet one year later, the private bank opened three accounts for Mr. Zardari in Switzerland. Mr. Reed told the Subcommittee staff that when he learned of the Zardari accounts he thought the account officer must have been "an idiot."
Citibank has been unable to confirm that bank employees verified that Mr. Zardari had a level of wealth sufficient to support the size of the accounts that he was opening. In addition, the Swiss private banker took no action to validate the legitimacy of the source of the funds that were deposited into the account. For example, there was no effort made to verify the claims that some of the funds derived from the sale of sugar mills.
Citibank also performed no due diligence on the client owned and managed PICs that were the named accountholders. Because the PICs were client-created, the bank's failure to perform due diligence on the PICs meant that it had no knowledge of the activities, assets or entities involved with the corporations. One of the PICs, Bomer Finance, has been determined to have been a repository for kickbacks paid to Mr. Zardari, and those kickbacks tainted funds deposited at the Geneva branch of Union Bank of Switzerland. Documentation has not been made available to determine whether Bomer Finance also used its Citibank account for illicit funds.
Another due diligence lapse was the private bank's failure to monitor the Zardari accounts to ensure that the account restrictions imposed on them were being followed. When officials were presented with evidence in 1996 that the restrictions were being violated, they nevertheless allowed the accounts to continue.
The Zardari accounts in Switzerland were opened one day before Raul Salinas was arrested. The account was repeatedly reviewed in 1996, after the Salinas scandal became public. Yet there is no evidence that anyone in the private bank had been sensitized to the problems associated with handling an account of a person suspected of corruption.
The Zardari example also demonstrates the practical consequences of secrecy in private banking. Citibank claims that its decisionmaking in the Zardari matter cannot be fully explained or documented, since all Citibank officials are subject to Swiss secrecy laws prohibiting discussion of client-specific information. In light of the fact that U.S. banks are supposed to oversee their foreign branches and enforce U.S. law, including anti-money laundering requirements, this inability to produce documentation related to a troubling case again highlights the problems with U.S. banks choosing to operate in secrecy jurisdictions.
Pattern of Poor Account Management. The Zardari case history took place during a series of critical internal and federal audits between 1992 and 1997 of the Swiss office which, during most of that time, served as the headquarters of the private bank.

Zardari about to be dumped?

 
 
Pamela Constable’s article ‘For Pakistani president, goodbye to goodwill’ by the pro-Israel daily The Washington Post (November 16, 2009) suggests that the US-Zardari romance seems to be over – while blaming the “extremists” for all the current mess in the country.

According to Pamela, “military officials are unhappy over Zardari’s compliant relationship with Washington – while the poor and working-class Pakistanis blame government for protracted shortage of gas, electricity and staple food. They also feel increasingly unprotected, as suicide bombing has killed more than 350 people in the last two months.”
However, Pamela shy away from mentioning the close relations Benazir Bhutto, Asif Ali Zardari and his interior minister Rehman Malik and Pakistan’s ambassador Haqqani has with the Jewish Lobby in the US.
The Pamela repeated the same old ‘democracy crap’, which has proved to be a sham after how Washington handled the democratic process in occupied Palestine, Afghanistan, Lebanon, Iran, Egypt, etc. “Zardari’s deepening unpopularity has put Washington in a bind because of its avowed commitment to bolster democratic in Pakistan after a decade of military rule. If he is forced from power, either on old corruption charges or through a collapse of the ruling coalition, analyst (belonging to CFR, S.I.T.E., or Daniel Pipes, etc.) said, Washington might have to deal with new leaders who are less friendly and no better able to solve Pakistan’s problems,” – which are created by Washington on the behest of Israel in the first place.
Pamela can be excused for not knowing that Pakistan’s all four military rulers (Ayub Khan, Zia-ul-Haq, Yahya Khan, and Pervez Musharraf) were supported and protected by Washington. She, like CNN and CFR dude, Fareed Zakaria, and Pakistan’s ambassador to Washington (known as US ambassador in Washington), Husain Haqqani, is an ‘Islamophobe’. Haqqani in his book ‘Pakistan Between Mosque and Military’, wrote: “From the point view of Islamists and their backers in ISI, Jihad is on hold but not yet over. Pakistan still have an agenda in Afghanistan and Kashmir.” I wonder why Haqqani forgot to mention India and Israel from his list? According to some government insiders, Haqqani is about to be replaced by (princess) Dr. Maleeha Lodhi, the former ambassador to Washington.
Fareed Zakria in an article for the Jewish Newsweek (May 2, 2009), titled ‘Change We Can’t Believe In’ (frankly, most Pakistanis would give a damn what the anti-Islam Zionist dude believe), had advised Washington: “If Washington hopes to change Pakistan’s world-view (through the eyes of Israel Lobby), it will have to take much tougher line with the military while supporting the country’s civilian leaders (Zardari aka Mr. 10%, and other corrupt secularist politicians), whose vision of Pakistan’s national interests(???) is broader and less paranoid, and envisioned more cooperation with its neighbors.” I hope Zakaria count Pakistan’s friendly Islamic Iran as Pakistan’s neighbor too!
With no leader of Dr. Ahmadinejad’s calibre, Pakistanis have no hope to be governed by some honest and nationalist leader. The people who make the list of future ‘USrael puppets’ to replace Asif Zardari include Gen. Kayani, Nawaz Sharif, and Gen. Musharraf or Washington might decide to send some US-Pakistan technocrat to become the third such prime minister of Pakistan. - From  Rehmat’s World
